The Neighborhood Councils of Los Angeles are at the ground-level of the City government structure, gaining feedback from their communities and acting as advisory bodies to their respective City Council members as well as the various City committees and departments. There are 12 Regions encompassing these Councils. Think of Neighborhood Councils as your "community", and the Regions as "your part of town". If you live in the neighborhood of, say, P.I.C.O. (Region 5), then what Mid City West (also Region 5), Mid City (Region 10), and South Robertson (Region 11) are working on may be as equally as significant, since they reside within your part of town. This is why the Region Map is so important -- knowing what's happening all around you, quite often, is as vital as knowing what's happening in your backyard.
